Direct and manage the procurement activities of the District so that maximum benefits of financial resources are received.
Ensure compliance with applicable state and federal laws and regulations governing school district purchases of goods and services.

Bachelor's degree with major in business administration or related field Hold, or be willing to obtain within a reasonable time period, a TASBO Certification as a registered Texas School Business Administrator Special Knowledge/Skills:
Knowledge of competitive Texas bidding statutes and purchasing procedures Knowledge of accounting and auditing principles Proficiency skills in keyboarding and file maintenance including Office Suite, especially spreadsheets and formulas Work with numbers in an accurate and rapid manner Use software to develop spreadsheets, databases, and do word processing Effective organizational, communication, and interpersonal skills with the ability to supervise personnel Accurately communicate ideas, instructions, questions and problems, and solutions orally, visually, in writing or through other mechanism Solve problems of various complexities Skilled in negotiating Work Conditions Tools/Equipment Used:
Standard office equipment including personal computer and peripherals.

Work with frequent interruptions; maintain emotional control under stress; ability to respond to needs in a timely manner in a high stress environment Regular Attendance is an essential function Minimum Experience Three years of successful experience as a purchasing director/agent or prior experience in a responsible capacity in a Texas school district purchasing position MAJOR RESPONSIBILITIES AND DUTIES:
Oversee purchase of materials and equipment for the district by competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations, and negotiations following established district criteria; all in compliance with state purchasing rules.
Study price trends and market conditions and keeps informed of sources of supply and new product developments.
Investigate quantity and quality of supplies and equipment purchased.
Prepare all bidding documents, including notice to bidders, instruction to bidders, specifications, and forms of proposal, including bids for the cafeterias.
Evaluate formal bids and make recommendations for the awarding of contracts to chief financial officer for school board approval.
Monitor all purchase requisitions to determine correctness of information.
Maintain appropriate records, such as vendor's register and bidders list.
Assume responsibility for correspondence related to the purchasing activities of the school district.
Prepare reports related to the purchasing function as necessary.
Assume responsibility for the operation of the perpetual inventory system and supervise the central warehouse and delivery operations.
Assume the responsibility for the disposal of excess furniture, equipment, etc.
for the district.
Assume the responsibility for locating repair sources and arranging for the repair of all large and small appliances and office equipment for the district.
Work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services.
Oversee warehouse and delivery services, maximizing cost effectiveness of inventories.
Oversee print shop activity and equipment procurement.
Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records.
Monitor all accounts payable, verifying deliveries and billings.
Select, train, evaluate, and supervise purchasing staff.
Direct and manage the District Print Shop and Supply/Delivery Warehouse.
Ensure compliance with all local policies and state and federal statutes including the Educator Code of Ethics.
Perform other duties as assigned.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
